Under UK petroleum legislation (Energy Act 2016) and carbon storage legislation (Energy Act 2023), together with the associated regulations, all UK licensees are legally required to appoint a named Information and Samples Coordinator (ISC) and notify the NSTA of that appointment.

The ISC acts as the accountable point of contact for compliance with information and samples requirements. Failure to meet these statutory obligations is sanctionable and may result in regulatory enforcement action, including financial penalties and, in serious or persistent cases, licence sanctions.

The Challenge

Big responsibility; dwindling resources

ISCs are responsible for ensuring compliance through retention and reporting of all licence data. That includes every well, seismic survey, site survey, study, model and more — both current and historic.

On top of this they must act as point of contact for NSTA and coordinate all data requests, be they from regulatory or other stakeholders, and produce Information and Samples Plans at specific licence events such as relinquishments and asset transfer.

Scalable ISC support

NDR wells gap analysis and reporting

All licensees should be aware of their obligations on their legacy wells, in the wake of the recent NSTA request for plans on meeting PA98 wellbore compliance. For most this means reconciling the NDR against well documentation, hardcopy catalogues, and network drives. It is a real and common problem. Flare can do this work directly, using our own specialists and MiNDR, without the recruitment overhead, burden on your existing team or knowledge transfer risk.

  1. NDR health check and reclassification
    We review what is already reported to the NDR, correcting C-tag assignments where a single document covers multiple categories, and confirming that documents are correctly attributed to the right wellbore, including sidetracks and parent wells.
  2. Gap analysis and reporting
    Using MiNDR, we identify unreported content across your document stores, classify it against NSTA form and manner requirements, and submit it to the NDR. Where information is genuinely absent, we confirm and record “not acquired” or “not available” status so your compliance position is accurate, not just incomplete.
  3. Completeness report and audit trail
    We produce a formal wellbore completeness output covering every well in scope, suitable for internal review, regulatory audit, or onward action. You finish the project with a documented, defensible compliance position.
  4. Hosted, with no infrastructure overhead
    Expert guidance on your specific obligations, strategies for addressing backlogs or gaps, and project management of complex legacy data programmes.
  5. North Sea exit support
