This is a legal obligation, not a matter of best practice.
Under UK petroleum legislation (Energy Act 2016) and carbon storage legislation (Energy Act 2023), together with the associated regulations, all UK licensees are legally required to appoint a named Information and Samples Coordinator (ISC) and notify the NSTA of that appointment.
The ISC acts as the accountable point of contact for compliance with information and samples requirements. Failure to meet these statutory obligations is sanctionable and may result in regulatory enforcement action, including financial penalties and, in serious or persistent cases, licence sanctions.

Who We Help
Built for licensees of every size and situation
Operators
Current Operators that need expert ISC cover but can’t support the overhead of a full in-house function, or those with higher activity who need to supplement their existing team.
Non-operators
Licensees who are not operators, but who need to appoint an ISC. We help you liberate your team to do their main job, keeping you updated with all the latest developments, taking care of basic needs and helping you ensure your operating partner is meeting compliance with data retention and reporting on your behalf as promised.
Legacy licensees
Organisations holding historic retention and reporting obligations from assets no longer in active operation. We manage the tail so your team doesn’t have to.
Exiting operators
Companies seeking a clean exit from the UKCS. We manage the full data closeout and ensure outstanding obligations are resolved before you leave.
If you have a backlog challenge, it is worth a conversation before you post a job ad.
50+ years of combined NDR expertise
Our team brings more than 50 years of combined experience in NDR compliance and North Sea data management. We know the systems, the regulator, and the edge cases that catch operators out.
Purpose-built tooling
MiNDR, our sophisticated platform built specifically for NDR compliance: automating C-tag suggestions, monitoring completeness by field and wellbore, and maintaining the quality of submissions to the NSTA.
Working with the NSTA
Flare works directly with the NSTA’s Data Services team, supporting the quality and completeness of data available in the NDR. That relationship informs everything we do for our ISC clients.
Independent and focused
We don’t have competing priorities. ISC workflows and information management is all we do, which means your obligations get our full attention.
“The services Flare provides will continue to improve the quality of the data available on our Digital Energy Platform, which is of such importance to the industries and academic communities who derive value from the data we disclose.”

Head of Data Services & Compliance, North Sea Transition Authority
